Quebec industry to assume all recycling costs

Per Bill 88, the industry – including restaurants – will assume full responsibility for recycling costs as of 2013. The cost of this extended producer responsibility (EPR) phases in as follows:

CRFA action

Previously, industry and municipalities have equally split the costs of recycling management. CRFA and other industry associations fought against industry having to cover the full cost of the program – including municipality administrative costs. Our action led to government:

 
  • separating the costs of recyclables collection, transportation and treatment from costs of municipality administration;
     
  • allocating most administration costs to municipalities (except for 8.55 per cent extended to industry for partial costs of blue boxes and information programs); and
     
  • allocating 25 per cent of the industry’s contribution to the printed materials segment (e.g. producers of flyers, catalogues, directories, etc.)
Cost breakdown

Therefore, all businesses (excluding producers of printed materials) will only cover 83.55 per cent of the industry’s contribution in a given year. For example, these businesses will be responsible for:
 
  • 83.55 per cent of the industry’s contribution of 80 per cent in 2011;
     
  • 83.55 per cent of the industry’s contribution of 90 per cent in 2012; and
     
  • 83.55 per cent of the industry’s contribution of 100 per cent in 2013 and onwards.
